• 外務省国際協力局 国際保健戦略官

  喜多 洋輔

  厚生労働省に入省後、HIV/AIDS対策、予防接種法改正、介護保険制度改正に従事。その後の世界保健機関（WHO）ジュネーブ本部への出向ではマラリア対策等を担当。地方自治体（山口県）への出向では、健康福祉部において健康増進課長、審議監として健康増進対策に貢献。2019年から、厚労省大臣官房国際課にて国際保健企画官をつとめ、2020年にはダイヤモンド・プリンセス号対応にあたる。2020年より国際連合日本政府代表部参事官として、国連総会UHCハイレベル会合及び同PPRハイレベル会合（2023年）を含むグローバルヘルス等や第57回国連人口開発委員会（副議長）を担当。2024年8月より現職。医師、公衆衛生学修士、行政学修士。
  
  Dr. Yosuke Kita has over a decade of experience in public and global health. As of August 2024, he serves as Director of the Global Health Strategy Division at the International Cooperation Bureau, Ministry of Foreign Affairs (MOFA) of Japan. Before joining MOFA, Dr. Kita worked extensively within Japan's Ministry of Health, Labour and Welfare (MHLW), contributing to HIV/AIDS initiatives, revisions of the Immunization Act, and reforms to the long-term care insurance system. From 2009 to 2011, he was seconded to the World Health Organization (WHO) in Geneva, where he managed malaria control strategies. He also gained local governance experience through a secondment to a Japanese local government. In 2019, Dr. Kita became Director of the Office for Global Strategy of Medical Service and Health Industry at MHLW, playing a key role in handling the 2020 “Diamond Princess” cruise ship response for Covid-19. Subsequently, he served as Counsellor at the Permanent Mission of Japan to the United Nations, facilitating critical UN General Assembly High-Level Meetings on Universal Health Coverage (UHC) and Pandemic Prevention, Preparedness, and Response (PPR) in 2023. He also acted as Vice-Chair of the 57th session of the UN Commission on Population and Development. Dr. Kita holds a medical degree and two master's degrees—one in public health from Yale University and another in public administration from Harvard University. 

  

• アフリカ臨床検査医学会(ASLM) CEO

  ンコビレ・ンドロヴ

  ジンバブエ大学にて医療検査科学の学位と公衆衛生の修士号を取得。20年以上の経験を有する公衆衛生専門家として、アフリカ大陸の臨床検査施設強化プログラムを成功裡に推進し、公衆衛生検査施設における最高水準の品質基準の確立を提唱してきた。また、アフリカのみならずカリブ海地域においても検査室強化プログラムを主導した。他にAfrican Field Epidemiology Network(AFENET)のプログラムコーディネーターや、ジンバブエ大学公衆衛生修士号（FETP）研修プログラムのアシスタントフィールドコーディネーターを務めた。

   

  Mr. Nqobile Ndlovu, the Chief Executive Officer of the African Society for Laboratory Medicine (ASLM), is a seasoned public health professional with over two decades of experience. He has successfully led continent-wide laboratory strengthening programs, advocating for the highest standards of quality in public health laboratories. Mr. Ndlovu has spearheaded laboratory strengthening programs not only in Africa but also in the Caribbean region. His career includes serving as the Program Coordinator at AFENET and as Assistant Field Coordinator for the Master in Public Health (FETP) training program at the University of Zimbabwe. He holds a degree in medical laboratory sciences and a master’s degree in public health, both earned at the University of Zimbabwe. 

  

• 世界保健機関（WHO）事前認証（PQ）ユニット 体外診断法評価チームリーダー

  イレーナ・プラット

  世界保健機関（WHO）の体外診断薬評価チームを率い、体外診断薬（IVD）の事前承認プログラムの技術的・戦略的方向性を管理。WHOでの15年以上の経験を通じて、世界的な診断薬の調和化の取り組みにおいて重要な役割を果たし、加盟国および国連機関に対し、規制および技術的な事項に関する支援を提供している。WHO入局前は、スロベニアで医療機器担当官として、規制関連業務とステークホルダーとの連携活動を統括。また、臨床検査医学と経営学にて学位を保有。
  
  Ms. Irena Prat leads the In Vitro Diagnostics Assessment team at WHO, overseeing the technical and strategic direction of the Prequalification Programme for IVDs. With over 15 years of experience at WHO, she has played a key role in global diagnostic harmonization efforts and supports Member States and UN agencies on regulatory and technical matters. Prior to joining WHO, she served as a Medical Devices Counsellor in Slovenia, managing regulatory and stakeholder engagement activities. Ms. Prat holds degrees in Laboratory Biomedicine and Management. 

  

• GHIT Fund投資戦略アソシエイトヴァイスプレジデント（部門長）

  浦辺 隼

  GHIT Fundの全投資案件の投資戦略、ポートフォリオ戦略、イノベーション探索及びアクセス戦略を統括。前職のシリコンバレーのInnovation Core SEI, Inc.社では、エネルギー、ライフサイエンス、水処理関連事業の戦略立案、スタートアップ分析、プロジェクト管理を行い、Synthetic Genomics社ではニュートリジェノミクスやバイオ燃料のコンサルタントを務める。2016年より現職。ブラウン大学にて起業工学の修士号、医療工学の博士号（PhD）を取得。また、カリフォルニア大学サンディエゴ校国際政策・戦略研究大学院にて修士号（MPIA）を取得。

   

  Hayato Urabe oversees the teams responsible for all investment activities, partnership development, portfolio strategy and access strategy as well as explorative activities to look for technology seeds to apply to Global Health and their innovative financing models. Previously, Dr. Urabe worked in the technology/finance sector (energy, life sciences, telemedicine, water treatment, etc), focusing on strategic planning, start-up due diligence, and project management in Silicon Valley. Dr. Urabe has PhD in Biomedical Engineering from Brown University and earned an additional Master’s degree from the School of Global Policy and Strategy at the University of California, San Diego. 

  

• MSFインターナショナル 診断法ネットワークリーダー

  キャサリン・ヴィレガス

  国境なき医師団（MSF）インターナショナルにおける診断法ネットワークリーダーであり、診断、検査室システムの強化、医療製品へのアクセスに関する分野で15年以上の経験を有する。MSFの活動全体における診断ストラテジーを担当し、ラボ検査から画像診断までを含む診断法が適切に運用され、アクセス可能であり、活動地のニーズに沿うよう調整を担当。診断法ネットワークの目的は、MSFのプロジェクト全体で治療方針をガイドし、患者の予後を改善するために不可欠な、迅速かつ正確な診断を確保すること。過去には世界の医療団、グローバルファンド、国連開発計画（UNDP）で役職を歴任し、保健省や世界銀行と連携して、低・中所得国における診断能力の強化と医療製品へのアクセス向上を推進してきた。
  
  Catherine is the Diagnostic Network Leader at Médecins Sans Frontières’ International Office, with over 15 years of experience in diagnostics, laboratory system strengthening, and access to health products. She coordinates diagnostic strategies across the MSF movement, ensuring services—ranging from laboratory testing to medical imaging—are integrated, accessible, and aligned with operational needs. The diagnostic network aims to ensure timely and accurate diagnoses, which are critical for guiding treatment decisions and improving patient outcomes across MSF projects. She has held roles at Médecins du Monde, The Global Fund, and UNDP, and has worked with Ministries of Health and the World Bank to advance diagnostic capacities and access to health products in low- and middle-income countries.

  

• MSFアクセス アジア太平洋地域アドバイザー

  ハ・シネ

  2022年からMSFにおいて東南アジア、東アジア、太平洋地域における医療製品に関する提言活動を担当。MSFの活動地や、脆弱な人びとや環境において必要とされる、ワクチン、診断ツール、治療法などの必須医療ツールへの公平なアクセスを強化する取り組みに従事してきた。過去には、MSF韓国事務所で渉外アドバイザーとして提言活動の強化にあたり、2018年には南アフリカ共和国にて注射を必要としない薬剤耐性結核治療法の導入を提言するMSFの活動を支援。MSF入職前は、韓国アメリカ商工会議所（AMCHAM）で6年間、米国企業の製薬・医療機器分野の提言活動を担当。ソウル国立大学で公衆衛生学修士号、韓国外国語大学でスペイン語通訳修士号を取得。

   

  Sinhye Ha is Regional Advisor Médecins Sans Frontières (MSF), also known as Doctors Without Borders, Access Team in the Asia Pacific region. She has been working on advocacy for health products in the region with MSF since 2022, previously focusing on Southeast Asia, East Asia and the Pacific region. She works on enhancing equitable access to essential medical tools such as vaccines, diagnostics, and treatments, for MSF’s operations, vulnerable populations and contexts. Prior to joining MSF’s Access Team, she worked with MSF Korea as the External Relations Advisor to build up the advocacy work of MSF Korea in the country. She also supported MSF mission in South Africa in advocating for the rollout of injectable-free treatment regimen for drug-resistant tuberculosis in 2018. Prior to her 9 years of humanitarian work advocacy with MSF, she managed advocacy work for American businesses with the American Chamber of Commerce (AMCHAM) in Korea for 6 years, focusing on pharmaceutical and medical devices sector. Sinhye has a Masters in Public Health (MPH) from the Seoul National University (SNU) and a M.A. on Spanish Interpretation from the Hankuk University of Foreign Studies (HUFS).
