Position Advocacy and external networking Manager
Operations Support Department
Type of Contract One-year contract
Main Responsibilities Under the direct supervision of the Head of Operation Support, the advocacy and external networking manager (AENM) will ensure the development and implementation of an effective advocacy and external networking strategy for MSF J.
The AENM will also ensure that coordination among different department and with MSF entities (ex. Access and HART) is efficient. The AENM will have a commanding advocacy authority in MSFJ.

Main responsibilities include but not limited to;
  • Develop and define MSF J advocacy strategy;
  • Research and define advocacy needs, opportunities and risks in Japan;
  • Advises MSFJ on new opportunities and threats to MSF humanitarian objectives arising in/from Japan.
  • Act as a focal point for MSF J vis a vis HART, Access and other entities in relation to advocacy dossiers and requests;
  • Represent MSF movement, oversee MSF's dialogue with, and defend MSF's positions towards the Government of Japan on the basis of operational realities, through selective attendance to relevant meetings and strategic interactions with officials and diplomats in Japan.
  • Prepare, organize and facilitate meetings between MSF representatives and humanitarian stakeholders based in Japan.
  • Coordinate with the Institutional Partnership Officer (IPO) in leveraging institutional partnership opportunities in support of Operations and in external representation with governmental actors;

Essential skills and experiences Essential
  • Strong commitment to social innovation, humanitarian aid, and MSF activities
  • Fluency in Japanese and English (oral and written)
  • Excellent representation skills and experience at highest level of government and society
  • Solid knowledge of Japan's society, culture, civil society, humanitarian and aid network, and political system. Proven and demonstrated analytical and political skills; excellent judgment and diplomacy; comfort with advocacy role.
  • Ability to research, analyse and synthesise complex topics so as to write reports and high-level business correspondence, and effectively present information to internal and external audiences including senior government and NGO officials.
Desirable
  • A Master degree in political science, international affairs, international law or other relevant discipline and/or medical background;
  • Experience in humanitarian contexts. Good knowledge of emergency setups a plus;

Conditions
  • Salary to be defined as per MSF Japan Salary Scale.
  • Standard working hours per day as 8 hours under a flexible-time schedule.
  • Social insurance: Japanese government insurance (Health Insurance, Welfare Pension and Employment Insurance.)
  • Commuting Allowance and Child Allowance
  • Saturday/Sunday and Japanese national holidays off. Annual paid holidays, year-end/new-year holidays.

Position External Communications Officer
Communications Department 
Type of Contract Open-ended contract/Full-time
Main Responsibilities
  • Assists in the coordination and organisation of MSF Japan's approach to public lectures, under the guidance of External Events Senior Officer.
  • Supports in the development and analysis of external activities, including but not limited to public lectures.
  • Contributes to and supports the development and implementation of community mobilisation plans, volunteer networks and execution of action plans.
  • Assists in development and cultivation of external relationships as per the MSF approach to public figures.
  • Supports the External Communications Manager, Media Relations Senior Officer and External Events Senior Officer, when required, in execution and organisation of activities pertaining to their main areas of responsibility.
  • When required contributes to external activities of other MSF Japan departments, through advice and active participation in planning.

Essential skills and experiences Essential
  • Genuine interest in and commitment to the medical humanitarian principles of MSFs.
  • Working in a diverse organisational culture and promotion of strong communications messages.
  • Minimum of 3 years relevant work experience in the private sector or with a nongovernmental or non-profit organization in the field of public relations, communications.
  • Strong organisational and planning skills.
  • Good understanding of public relations techniques in Japan
  • Proven ability to work under tight deadlines.
  • Creative thinking.
  • Excellent interpersonal skills and ability to work as part of a team.
  • Excellent speaker and writer of English.
  • Insight and understanding of communications approaches and media landscape of Japan.
