Department Communications Director
Type of Contract Full-time Employee
Main Responsibilities Purpose of the Position
Under the direction of the General Director, the Communications Director leads the Communications department to define and implement communication strategies, policies and activities that raise and deepen awareness of MSF and its field activities among Japanese society. The position holder ensures that that department's objectives and activities and team members are also able to support the recruitment, advocacy and fundraising objectives of MSF Japan.

Objectives
The Communications Director's core objective will be to ensure the delivery of the MSF Japan annual plans aligned to the current and future strategic plan.
  • Increase MSF's awareness and engagement in Japan.
  • Develop a communication approach and activities that are supportive of MSF Japan fundraising and field HR objectives while ensuring coherent messaging and branding.
  • All MSF Japan communications reflect and are aligned to MSF principles, unique identity and temoignage and advocacy goals are at heart of initiatives.

Essential skills and experiences Essential
  • Over three years' department/team management experience.
  • Five years' experience at a senior level in journalism or general Communications.
  • Excellent written and verbal communication skills.
  • Ability to think strategically as well as tactically.
  • Ability to 'think clearly' analyse, synthesise and present complex information in a convincing, straightforward and clear manner to a wide range of audiences through multiple channels.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Including the ability to read, analyse, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Ability to work independently, under tight deadlines and pressure.
  • Genuine interest in and commitment to the humanitarian principles of MSF.
  • Ability to travel extensively including in contexts of political instability and/or extreme destitution. Including willingness to serve in the field for several weeks at a time.
  • Strong interpersonal skills.
  • Significant experience working internationally
  • Fluent spoken and written English
  • Business level Japanese and understanding of Japanese culture.
Desired
  • MSF field or head office experience.
  • Experience of defining multi-year strategies.
  • Experience in Marketing.

  • Standard working hours per day as 8 hours under a flexible-time schedule.

Department Human Resources Director

Main Responsibilities General Background and Purpose of the Position
  • Médecins sans Frontières Japan is the Japanese section of the international humanitarian organisation Médecins Sans Frontières (MSF) which provides medical care to people affected by conflict, epidemics, and disasters or excluded from health care, in over 70 countries.
  • MSF Japan contributes to MSF's global operations by recruiting personnel for field deployment, raising public awareness of and advocacy on humanitarian issues, support specific operation related projects and fundraising.
  • MSF Japan currently employs 70 staff members and seconded 170 staff to MSF projects worldwide in 2017.
  • The Human Resources Department is responsible for ensuring effective and compliant: recruitment, reward, personal development of employees as well as facilitation of employee relations and performance management of MSF Japan office staff, as well as the deployment and support to Japan recruited field staff.

Objectives
  • Under the direct supervision of the General Director, and in alignment with MSF Japan Strategic Plan, the Human Resources Director designs and leads the implementation of the strategy for the HR Department.
  • As a member of the Leadership Team, the Human Resources Director actively engages in the strategic orientations and policy/decision making in MSF Japan and contributes to the overall management and development of MSF Japan.
  • Within the MSF movement the Human Resources Director represents MSF Japan on international platforms, actively contributing to the design and execution of relevant MSF's movement overall global HR strategies and initiatives.

Essential skills and experiences Essential
  • Minimum 10 years of directly relevant working experience of which at least 4 years' HR professional experience in a senior management/leadership and strategic development role, preferably in an international NGO
  • University degree, preferably in Human Resources Management
  • Minimum 2 years field experience with MSF or equivalent global humanitarian organisation
  • Genuine interest in and commitment to the humanitarian principles of MSF
  • Excellent interpersonal skills and demonstrated ability to effectively lead and manage a team
  • Demonstrated experience in developing, implementing strategic orientations, budgeting and planning
  • Excellent analytical skills and ability to synthesise and effectively present information
  • Proven experience in conflicts resolution
  • Time management and organization skills
  • Stress management ability
  • Cross cultural awareness and flexibility
  • Fluent written and spoken English
  • Proficiency in Microsoft Office
  • Ability to travel regularly
Desired
  • Knowledge of Japanese culture or work experience in Japanese environment
  • Japanese language skills or willingness to learn Japanese language
  • HR management experience in other MSF office or an international NGO similar to MSF
  • French language skills
