Position Epidemiologist
Operation Department

Main Responsibilities Purpose of the Position
To support the MSF Japan Innovation Unit for the creation of a concept model for implementing a Data Sharing Policy in MSF.
MSF, as an international medical humanitarian organisation, places a high value on monitoring and documenting MSF medical interventions in order to continually improve the quality of care delivered. This results in a large amount of routinely collected data being produced. In addition, there exists an emphasis on Research particularly with neglected patient groups and on neglected diseases. There is also a clear recognition of the responsibility MSF carries to share and disseminate knowledge given that many of the populations MSF works with are neglected, and excluded from traditional sources of Research.

MSF's large repository of Research data together with routinely collected data can potentially be of value to researchers working in public health. MSF recognizes the ethical imperative it has to share its data openly, transparently and in a timely manner for the greater public health good. This imperative is particularly strong recognizing that MSF works with vulnerable and marginalized populations for whom there is often an insufficient evidence base to address their health needs.

Objectives
  • Under the project manager and in strict collaboration with project member (IT Business Analyst), the Epidemiologist is expected to create an appropriate concept solution for Data Sharing Policy implementation. This includes solutions adequate to MSF contexts, in respect of all ethical and legal aspects involved with sharing data.
  • The Epidemiologist will contribute to produce an implementation plan of the Data Sharing policy.

Position Business Application Sr. Officer

Main Responsibilities Purpose of the Position
Under the direction of Head of IT and with the collaboration with other IT members, Business Application Sr. Officer manages donor and other supporter management systems and other business application systems in all lifecycle of IT system, from planning, development, modification and maintenance. to properly support activities of the internal clients from IT perspective
  • System management and enhancement
    • Plan and manage business application systems, system architecture and IT related business schemes to provide adequate services and minimize risks with long term and overall optimization perspective.
    • Manage system related requests and develop resources plan, mainly related to business application, from business users in MSF.
    • Breakdown from business requirements to technical design or implements and propose appropriate solutions.
    • Clarification of business requests with communication with business users to plan in detail of system development projects.

Position Consultant: Define Fundraising approach to Non-Japanese audience

Main Responsibilities
and Desired Profile
The Mission of MSFJ fundraising department is to raise diversified and mainly unrestricted private funds to guarantee predictable and sustainable income in the long term that will contribute to MSF operational growth, flexibility and independence.
The private income in MSF is steadily increasing over years. However, the pace of growth in operations is currently outpacing that of fundraising.

MSF Japan has a strong will to contribute more to support our operations by diversifying methods and segments. One of untested segment is Non-Japanese audiences* residing in Japan. *In this context, we mainly target people from English and French speaking countries

Why Non-Japanese audiences?
  • Awareness and credibility of MSF in English and French speaking countries is normally stronger
  • Donation to charity is more popular in English/French speaking countries
  • Those who stay in Japan as "Expatriates" have substantial capacity to give
  • MSF Japan have never scrutinized the opportunities

OVERALL OBJECTIVE
Conduct opportunity assessments that will define the size of the opportunity for MSF Japan and, if relevant define the level and type of investment for fundraising program for leveraging the opportunity.

OUTCOMES
  • To produce a report to understand the opportunities for MSF Japan to diversify its fundraising income from Non-Japanese audiences. The analysis will focus on some key areas:
  • Propose if MSF Japan should invest to develop the market
  • The size of potential incremental grants, expected income and cost
  • What segments and how to approach them
  • What is the engagement models, including accountability and communication
  • Timelines
  • Human resources
  • Risks / exit strategy

SCOPE
The focus of the assessment is fundraising opportunity in Non-Japanese, mainly English speaking residents in Major cities, Tokyo plus 3 surrounding prefectures, Kanagawa, Saitama and Chiba.
Example of potential target segments are schools, multi-national companies, chamber of commerce, community groups, foundations and high net worth individuals generally but not limited to these.
Benefit to mention that it could touch upon required support and/or expected synergy from other departments in MSF Japan such as Communication and Human Resources departments.

TIMELINE
Phase 1: Preparation (possible to omit some parts depending on MSF knowledges)
Week 1 to 2
  • Understand MSF and its values, Fundraising principles , and MSF Japan fundraising strategy
  • Define information gathering approach, interview targets with hypothesis, list of questions, etc.
  • Make Work Breakdown Structure(WBS) for the assessment project
