Department Recruitment Officer
Field HR Department

Main Responsibilities Purpose of the Position
  • Provide the MSF movement with the right candidates for field positions in sufficient quantities and at the right time.
  • Work in close collaboration with the other members of the Field HR team on HR projects identified in the action plan, to increase the number of specific professions and skilled individuals recruited by MSF Japan for MSF internationally.
  • Collaborate with Officers from other departments (Communications, Fundraising etc.)
  • Based on research and analysis, plan and carry out recruitment activities Identify the most effective attraction and recruitment channels
  • Establishes and maintains effective relationships with relevant professional institutions and other organizations with an eye on recruitment
  • Closely collaborate with the Communications department for recruitment advertisement and promotion
  • Implements the end-to-end selection process always ensuring the quality of the process. Responsibilities include CV screening, Technical competency checks, Competency based interview, Collection and verification of candidate documents and credentials, etc.
  • Manages the communication with candidates for the purposes of recruitment and is responsible for providing all necessary documents and information for the accurate and comprehensive understanding of the Organization's values, way of operating, working conditions and others critical information
  • Maintains complete and accurate records of the recruitment process and its results, produces monthly and other specialized reports
  • Is responsible for the proper maintenance and update of the HR Software with the relevant candidate information
  • Carries out induction workshops

  • Excellent inter-personal, negotiation, networking and communication skills
  • Strong organizational and prioritizing skills and the ability to handle a variety of tasks simultaneously
  • Works as a part of a team and cross functionally but also autonomously
  • Native level of Japanese and good English is essential
  • Interested in working in a multi-cultural team
  • Prior experience with MSF or other Humanitarian Organizations
  • Experience in Recruitment
  • Medical or paramedical background
  • Labour markets
  • Knowledge of French

Place of Work MSF Tokyo Office (at Waseda Station, Tokyo Metro Tozai Line
Based in Japan with frequent travel domestically and internationally (up to 15%)
  • Salary to be defined as per MSF Japan Salary Scale.
  • Standard working hours per day as 8 hours under a flexible-time schedule.
  • Social insurance: Japanese government insurance (Health Insurance, Welfare Pension and Employment Insurance.)
  • Commuting Allowance and Child Allowance
  • Saturday/Sunday and Japanese national holidays off. Annual paid holidays, year-end/new-year holidays.
