Works in close collaboration with the FHR team on HR projects identified in the action plan, to increase the number of specific professions and skilled individuals recruited by MSF Japan and MSF Korea for MSF field operations.

Essential Skills and Experience
  • Prior experience with MSF or other Humanitarian Organizations
  • Experience in specific HR projects
  • Ability to proactively network and build professional relationships at organizational level
  • Understanding of labour markets
  • Strong organizational and prioritizing skills and the ability to handle a variety
  • Native level of Japanese and good English is essential

Position Deputy Cell Manager (medical) – Tokyo Cell
Type of Contract Fixed-term Contract/Full-time
Main Responsibilities The Tokyo Cell is part of the Operational Centre Paris (OCP), an operational partnership under the responsibility of the Operations Director in Paris. The Tokyo Cell has been operational since 2004 and currently manages programs in the Philippines, Papua New Guinea and Cambodia.

Under the general direction of the Cell Manager, the Deputy Cell Manager (hereinafter DCM) contributes his/her medical and operational expertise to the analysis and monitoring of intervention needs and implements, evaluates and provides management oversight for programs in assigned countries that provide medical and humanitarian assistance to vulnerable populations. S/he helps to ensure that program goals are met in accordance with medical deontology and operational principles, while safeguarding MSF's independence of action and analysis.

Essential skills and experiences
  • Medical profile: Medical Doctor
  • Broad knowledge and experience in international Public Health, MPH preferred
  • Proven ability to provide strong leadership and vision in program management.
  • Proven strategic and analytical skills in medical programming.
  • MSF field experience, including:
    - Minimum of 2 years in position of Head of Mission or Medical coordination;
    - Exposure to highly political environments and humanitarian crises;
  • Demonstrated leadership and management skills.
  • Proven and demonstrated analytical and political skills; excellent judgment and diplomacy.
  • Strong interpersonal and written and oral communications skills in English and French. Other languages an asset.
  • Ability to synthesize complex and sensitive material, and communicate it effectively to others.
  • Flexibility to travel extensively and/or to serve in the field for several weeks at a time.
